The Vice President and Chief Data & Analytics Officer ("VP") at the University of Pennsylvania Health System ("UPHS") is a critical system level role that will be responsible for building and leading an enterprise data and analytics function, focused on leading the way UPHS derives and uses insights to drive business decisions and improved clinical, operational and financial outcomes. The VP will report to the Chief Financial Officer and will partner with executive leaders to promote a data-driven culture powered by the effective use of accurate, complete, reliable, and timely data. This role will be a champion for enterprise-wide data management, governance, quality and analytics delivery to the business.
The VP will be an accomplished, strategic, and operational leader who can conceptualize and implement a consolidated enterprise data and analytics strategy, leveraging tools and insights to provide a long-term competitive advantage. This role involves balanced analytics spanning operations, clinical, financial, and business development. The position collaborates with business and clinical owners to promote a data-driven culture, powered by the effective use of
data and predictive modeling, enabled by people and partnerships. This is a critical position aligned with the organization's ongoing commitment to proactively and innovatively meet challenges and leverage opportunities posed by changing market forces, regulatory environments, patient needs and developments in healthcare.
Responsibilities:
• | Set the vision and strategy for enterprise data and information management and governance; develop a roadmap, including related policies and controls, to ensure data is accurate, consistent, reliable, accessible, and secure. |
• | •Evaluate current state of data, reporting, quality, and analytics-related functions and leaders. |
• | Accountable for maintaining and enhancing data and analytics platforms, sources, and partnerships; owns data governance, including data strategy, quality control, and integrity. |
• | Lead a team of highly technical professionals to provide best practices on data structure, accuracy, security (working with the Chief Information Security Officer}, and usability as it relates to the use of data for business operations. |
• | Develop consultative and collaborative relationships with business and functional leaders to identify and scope strategic opportunities that foster value creation potential. |
• | Derive operational modeling excellence by managing existing processes and implementing new processes that leverage data and analytics capabilities to create strategic and competitive advantage. |
• | Create and build a strategy and agenda that treat data as an asset. |
• | Collaborate with internal technology, clinical, and business owners to ensure optimal data architecture and technology are in place across all care settings. Act as the collaborator to align business and technology teams in a common vision for their data strategies and platforms. |
• | Provide strategic and tactical leadership on data sources, stewardship, integration, and utilization across the organization. |
• | Act as subject matter expert and steward of change to drive a data-driven culture. |
• | Create a disciplined operating environment that drives the highest levels of customer satisfaction. |
• | Coordinate with IS and IBI on data warehouse/ data lake development priorities. |
• | Performs duties in accordance with Penn Medicine and entity values, policies, and procedures |
• | Other duties as assigned to support the unit, department, entity, and health system organization |
Education or Equivalent Experience:
A Bachelor's Degree is required, a Master's Degree is preferred. In addition, 15+ years of broadly based, progressive analytics experience, during which both professional and leadership capabilities have been demonstrated. Experience working with clinical, financial, operation and strategic data is required.
