Under moderate supervision, the Associate Telecommunication Engineer supports the design, build-out, implementation and support of Enterprise Wide telephony solutions for the organization. Assists as the technical engineer on telephony projects. This Includes convergence of Voice and Data technologies and integration with Legacy Systems. Familiar with Session Manager, Session Border Controllers, SIP Trunking and LAN/WAN architectures as it pertains to internal network and enterprise locations. Coordinates support with Advanced Telephony Applications including, VoIP, Call Center Routing, CTI, Telephony Systems Reporting, Recording, Unified Communications and Mobile Telephony. Assists with maintaining critical corporate initiatives and business continuity strategies.


  • Supports telecom staff members in identifying technology solution opportunities and then delivering through the full systems development lifecycle.
  • Participates is planning and status meetings with key client personnel and vendors to understand project requirements and communicate time frames and our implementation methodology to the client.
  • Ensures information system functionality meets all clinical and business requirements of the appropriate department and UPHS organization.
  • Conducts periodic risk and quality assessments on any IS project (as requested) and reports results to Senior Telecom Engineer with recommendations for mitigation and improvement.
  • Assists with maintaining data and voice network hardware and applications; investigates and resolves VoIP matters of significance; researches, analyzes, isolates and resolves errors.
  • Provides input to methods and procedures for new data, voice or video technologies to ensure performance. Recommends approach for customer, based on assessment of customer needs.
  • Provides consultation, support and guidance to organizations and clients. May develop and conduct training as needed or appropriate. Supports client expectations and balances the needs of organization and client to ensure satisfaction for all relevant parties.
  • Evaluates and tests data, voice or video networking technologies to establish their potential use. Contributes to appropriate testing routines or scripts; may conduct more testing to meet specified requirements.
  • Performs duties in accordance with Penn Medicine and entity values, policies, and procedures
  • Other duties as assigned to support the unit, department, entity, and health system organization

Education and Experience:

  • H.S. Diploma/GED required. Bachelor degree preferred.
  • At least 4 years of experience in Telecommunications with VoIP telephony systems required.
  • At least 2 years of experience in Voice and/or Data Networking required.
  • Licenses, Registrations, and Certifications:
  • Avaya Advanced Communication Manager Administration preferred.
  • VoIP Foundations and CTP+ preferred.

Skills and Abilities:

  • Ability to use Microsoft Office suite of applications
  • Demonstrated analytical and documentation skills for design and support of converged solutions
  • Ability to trouble shoot and communicate complex technical concepts to both technical and non-technical audiences
  • Skilled in time management and prioritization
  • Ability to communicate technical information and ideas
  • Demonstrated interpersonal/verbal communication skills
  • Demonstrated customer service skills

As part of our COVID-19 response, this position may currently be offering partial or full remote work. However, in the near future this position will require full or partial on-site work.
