Summary:
- The Senior Director of Labor relations is responsible for managing and coordinating collective bargaining and associated processes and NLRB requirements across the Health System. Reporting to the VP of Employee Relations, Policy and Culture. As part of system wide Human Resources, they will coordinate activities between corporate, HR and the entity based Human Resource teams to accomplish labor relations objectives on behalf of the Health System to be consistent with our overall employment practices.
- They will play a key role in supporting our health care mission, employee relations and labor relations goals, which includes fulfillment of its collective-bargaining obligations. They will represent the University of Pennsylvania Health System as a primary spokesperson in labor negotiations for various collective-bargaining units, help lead in the interpretation and administration of system-wide collective-bargaining agreements, and will serve as a liaison to entities concerning the negotiation and administration of local collective-bargaining agreements. They are responsible for fostering and maintaining effective and collegial relationships with internal and external stakeholders - including labor unions - while pursuing our strategic goals and objectives. As the lead labor expert for the health system, they apply system-level thinking, sound judgment, and have a solutions orientation in managing difficult negotiations. They will be the subject matter expert in contract creation, communication, and administration in advising operational, clinical, and HR leadership.
Responsibilities:
- Collective-Bargaining: Serves as a lead spokesperson and bargaining lead in system-wide collective-bargaining negotiations including but not limited to: first contract bargaining, successor contract bargaining, mid-term bargaining, decisional and impact bargaining, and accretion bargaining. Develops and applies appropriate bargaining strategies to a wide variety of difficult, complex or highly adversarial situations, demonstrates UPHS’s continuous good faith in negotiations.
- Contract Implementation, Administration, and Dispute Resolution: Implements and administers collective bargaining agreements to ensure alignment with University objectives. Plays a lead role in ensuring that UPHS complies with its obligations and its collective-bargaining agreements for which the incumbent is responsible. Works in a way to avoid lack of clarity and misinterpretation of contract principles and advises on NLRB related issues in conjunction with legal- council while ensuring fair labor practices.
- Collaboration and Coordination: Collaborate with UPHS leadership, and entities to ensure the furtherance of the health system’s employee relations, labor relations and, collective-bargaining objectives. Facilitates and leads discussions with labor unions toward the resolution of disputes and ensuring healthy labor-management relations.
- Participate in special projects such as HR system implementations, HR reporting on labor matters, systems testing, or other similar functions as needed such as HRIS systems implementations, wage and benefit programs, labor relations reporting, and other related responsibilities.
- Identifies labor relations aspects of various projects or ongoing needs. Partners with HR leaders on project work or ongoing needs in areas such as: supervisory training and contract administration. Helps build appropriate job aides and training for manager/supervisory training; prepares the organization for collective bargaining negotiations, mediations and arbitrations.
Education or Equivalent Experience:
- H.S. Diploma/GED (Required)
- 7+ years Professional labor relations experience and/or HR experience which includes collective bargaining
- Bachelor of Arts or Science
- 7+ years Professional labor relations experience and/or HR experience which includes collective bargaining
HR Certification on labor relations preferred
SHRM-CP/SHRM-SCP
- Master of Arts or Science
- 7+ years Professional labor relations experience and/or HR experience which includes collective bargaining.
