Summary:
The Chief Operating Officer is responsible for Department of PL&M clinical operations, financial performance, faculty relations, human resources, revenue cycle, communications, strategic planning, marketing and development activities. The scope of leadership includes departmental net patient revenue of $21 millions and oversight of almost 1000 staff members. The incumbent is a strategic partner with the Department Chair with a high level of collaboration in the support of the department’s mission. We are seeking a seasoned leader who is a strategic thinker with tangible financial, business development, operational, research administration oversight, and overall health care business/operational acumen.
Internal Relationships:
Medical Leadership – Strong collaboration and alignment with Chair to ensure departmental goals are met based on fully established creditability and trust. Proactively identify faculty concerns and issues, and partner with the Chair in implementing appropriate resolution.
Employees (those you provide leadership for) - Regularly meets with both UPHS and University employees to improve communication and to build productive relationships.
Employee Communication - Continuously communicates to staff the importance of patient satisfaction, quality of care, and sound financial performance; champions our successes and priorities for improving performance in meeting and exceeding patient and customer expectations.
Internal Partnerships - Works with The Clinical Practices of the University of Pennsylvania, the Perelman School of Medicine at the University of Pennsylvania, the Penn Medicine Medical Group, the Women’s Health Service Line, the Veteran’s Administration, and The Children’s Hospital of Philadelphia leadership, department faculty, clinical leadership, entity leadership, affiliates and suppliers in developing programs, services and initiatives to anticipate future customer needs, build customer loyalty and generate profitable growth. Drives operational integration of programs by ensuring alignment of communication to UPHS Leadership.
External Relationships:
Customer Relations - Personally spends time with faculty, independent UPHS physicians, referring MDs and volunteers to understand their respective needs and expectations, to build relationships and to gauge patient/customer satisfaction. Ensures patient and customer satisfaction through comprehensive and continuous measurement of customer satisfaction for all key customer groups.
Clinical Service Partner – Supports Business Development & Affiliation and Marketing in partnering with affiliates to develop mutually beneficial clinical and operational programs.
Owned & Affiliated Facilities – Partners with owned & affiliated facilities in areas of access and program development, clinical collaboration and network development.
Professional Associations & Benchmarking – Interfaces with industry associations as a representative of the organization to identify benchmarks.
University Relations – Partners with Chair in building and enhancing positive relationships with university leadership.
Community Relations – Build productive business partnerships and relationships with the community. Participate in community activities as appropriate.
Patient Care Processes: (In partnership with Entity, UPHS and School of Medicine Leadership)
· Ensures all Department patient care related processes deliver highest quality, safe and efficient care to patients and their families.
· Ensures that teams and individuals have the clinical, information and organizational tools to serve our patients and customers effectively and efficiently.
Ensure all outsourced services meet agreed upon service standards in support of all patient care processes.
Supports the creation of clinical effectiveness targets, improvement plans and reporting systems to ensure the delivery of high quality, effective and efficient patient care.
Oversee the strongest support for academic pursuits in research and translational efforts.
Financial Management
Oversee physician revenue generation and third-party regulatory compliance through application of standardized financial counseling.
Oversee physician services cost analysis, focused on identifying and managing physician productivity and product management.
Develop and provide access to statistically valid benchmarking data.
Oversee financial modeling of clinical practice performance.
Provide decision support tools and analytic support through use of performance data.
Direct multi-complex organizational and financial problem-solving as it relates to physician services productivity, reimbursement, billing and coding compliance, and site-specific professional, technical and global fee billing.
Oversee the annual budget process including development, implementation and communication of operating and capital budgets.
Develop and participate in the analysis and evaluation of strategic business plans, feasibility studies, market assessment, marketing plans, data gathering, and presentation of written reports on prospective new clinical programs and opportunities for enhanced professional and diagnostic revenue.
Regulatory Compliance:
For all University, UPHS and School of Medicine staff within the department, ensures all areas of accountability are compliant with all federal, state and local regulatory standards and requirements, including JCAHO, Department of Health, funding agencies, FDA, HIPAA, HCFA, DPW, department specific NIH guidelines and others.
Manages insurers’ QA Audits and represents Department with any necessary response.
Review, implement and ensure compliance of regulatory and legislative changes for all third parties.
Operations
Continually assess operating procedures and takes action to assure on-going quality improvement.
Plan, monitor and manage the operations budget to insure achievement of operational and financial goals.
Manage all space planning efforts to ensure the availability of sufficient clinical, research and administrative space that is utilized in most efficient manner.
Ensure effective utilization of materials, staff and financial resources.
Change Management
Education or Equivalent Experience:
Master's Degree and 7-10 years' experience in progressively responsible health care operational experience with a proven successful leadership role in an academic medical center environment.
In depth knowledge of Federal reimbursement, TJC, PA-DOH rules and regulations for operating and outpatient and physician’s practice.
