Summary:

  • The Human Resources Business Partner, Employee and Labor Relations (HRBP-E/LR) will serve as the primary point of contact for provision of HR Operations services and administration of collective bargaining agreement(s) to the school of Graduate Medical Education and assigned client areas. The HRBP will serve as a subject matter expert in matters of Human Resources policy application, applicable collective bargaining agreements, employee performance assessment and improvement and compliance with employment related regulations (EEO, ADA, FMLA, etc.) They will provide guidance and coaching to both staff and managers in day-to-day Human Resources matters and will actively seek resolution to problems. They will serve as a liaison to other extended HR services for the assigned client areas, as needed. This may include benefits, disability management, compensation, retirement, etc. The HRBP will report complex or sensitive issues to more senior members of the team or Chief Human Resources Officer for review and assistance. This position will work closely with the School of Graduate Medical Education and requires travel between decentralized sites, as needed.

Responsibilities:

  • Serve as primary point of contact for the provision of HR services to GME and assigned client area(s).
  • Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff.
  • In collaboration with Director, Labor Relations, collects information and data to assess cost and policy implications of negotiations and disputes. This may union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances.
  • Assists with preparation of plans, policies, documents, and reports including EEO-1, affirmative action plans, organizational charts, labor agreements, and employee handbooks.
  • Conducts initial interviews and gathers information for employee relations matters such as harassment allegations, work complaints, or other concerns; informs appropriate HR staff when additional investigation is required.
  • Assists with recordkeeping related to hiring, termination, leave, transfer, and promotion particularly as related to Equal Employment Opportunity (EEO), affirmative action, and diversity initiatives.
  • Is accountable for the execution and delivery of a variety of HR programs as directed.
  • Solves problems and removes administrative barriers to providing the best HR services to the assigned clients.
  • Will work with non-exempt, and exempt staff and managers in a variety of work environments.
  • Performs duties in accordance with Penn Medicine and entity values, policies, and procedures.
  • Other duties as assigned to support the unit, department, entity, and health system organization.

Education or Equivalent Experience:

  • Bachelor of Arts or Science is required. 
  • Preferred Majors include: Business, Human Resources, Psychology, Labor Relations, Organizational Development, or related fields.
  • 3+ years' experience in HR Operations, including work resolving employee matters and providing policy support to managers is required.
