  • The COBALT Director is responsible for managing the development, deployment, and ongoing improvement of the digital behavioral health platform pioneered by Penn Medicine. This includes overseeing the collection of needs to drive product improvement, the resourcing of services that are accessed through the platform, and the expansion of the platform to address new populations and use cases (students and employees across the University of Pennsylvania, patients across different Penn Medicine sites of care, other academic medical centers, etc.). This individual must be a skilled communicator, both able to surface and respond to the needs of a highly matrixed organization and executive leadership. S/he will be highly empathetic, organized, and enterprising with a bias towards action and the ability to motivate a multidisciplinary team. S/he will use this significant platform for impact to demonstrate improvement in the areas of earlier access to behavioral health care, improved engagement with clinical and sub-clinical services, and improved quality of health and safety of those providing and receiving care orchestrated through the platform. S/he will regularly interact with cross-functional stakeholders to understand and orient towards strategic imperatives including clinician wellness, quality of care, academic research, financial performance, and integration with other Information Service (IS) platforms and initiatives. S/he must have experience translating high-level priorities into short and long-term goals, including design and engineering requirements, provider access and compensation, user support plans, business operations, and growth opportunities. Directs and oversees the operations of COBALT team members and affiliates, including program managers and contractors. This position requires a high degree of sophistication, resourcefulness, creativity, and the ability to lead by influencing others at all levels across the organization.
  • COBALT is a digital platform that offers on-demand access to mental health support. The platform connects individuals to curated mental health and wellness content, live groups and individual virtual support, with embedded scheduling and telehealth capabilities. COBALT uses targeted assessments to streamline content and triage users to the right level and type of support. Available resources through COBALT include peers, resilience coaches, psychotherapists and psychiatrists, as well as podcasts, articles, and group support.


  • Leads and participates in defining the strategic direction of the COBALT platform through short and long-term goal setting, assessment of product needs, business operations, user support, and expansion priorities.
  • Directly manages both manager and associate level personnel that are focused on the implementation, access, and performance of the COBALT platform and related services in different settings and populations.
  • Liaises with teams across HR, the Department of Psychiatry, Social Work, Information Services, and external funding bodies to align priorities with Penn Medicine’s strategic plan and offerings. Works closely with the Executive Director of COBALT and Penn Medicine senior leadership to advance goals related to employee health and wellness.
  • Develops COBALT team policies and procedures to enhance operational efficiencies, including budget management, incentives, expenses, and vendor relations. Develops financial plans for new programs and monitors performance to ensure sustainability and success.
  • Builds and maintains high-quality service standards, which influence employees, patients, their families, and payors in choosing Penn Medicine as their provider for behavioral health services.
  • Prepares and presents on COBALT objectives, activities, and accomplishments for internal and external socialization and review. Develops action plans for change where planned goals are not being achieved and seeks community recognition for Penn Medicine’s leadership in improving access to and quality of behavioral health services.
  • Identifies, recruits, develops, and retains effective people through career progression plans, mentorship, and motivation in line with COBALT and Penn Medicine goals.


    Education or Equivalent Experience:

    • Master of Arts or Science (Required) in Health Care Administration, Business Administration, Psychology, Cognitive Science or similar 
    • 8+ years Experience with product development and/or mental health services (Required)
    •  Experience with Management/supervision of a team (Required)
